There is a sink hole developing around a surface drain in the median in I-26. It is just past mile marker 62.5 (I-26 East bound starting down Saluda Grade) -it is starting to undermine guard rails. Who should I contact??

How would I go about initating a claim for reimbursement from dot for damage to tire and rim die to poor road conditions? Is that a lawsuit or more of a complaint to a particular person?
