No. I'm sorry we don't do that. The best source for information on frequencies is "radioreference.com". You should be able to find just about every frequency you need there. If you need help in doing the actual programming, a local amateur radio operator may be able to help you.
Hi Judy, We don't repair video products like this. I did look up the Toshiba customer service number. Ask them where the nearest authorized service center for your recorder.
