I'm a scout I'm 13 but my mom is so comitted so I know. My troop was started by making a plan and presenting it to the council and asking the church and presenting the plan to the church / sponser. Do the council first then the church or sponser
Cub Scout packs generally do their major recruiting at the start of school, but most packs and troops are glad to accept new members any time. Summer camp and special event sign up dates are on the Council website.
