I have been trying to appeal a ticket in person but the PPA will not answer my phone calls to schedule a hearing. I have been trying to call all day and keep getting put on hold for hours. When they schedule a call back I never hear from them. This organization is run by very lazy people it seems like. Such a shame!

I parked my car on a street that has a two hour limit. I was there for less than an hour, I left to pick up my pizza. When I returned, that same parking spot was the only empty parking spot. I parked in the same spot again. After being there for 1 hour and 19 minutes I got a ticket for exceeding the two hour parking limit even though I was only there for 1 hour and 19 minutes.

The Philadelphia Parking Authority is a immoral business with highly unethical standards. The purpose of each employee is not to assist or organize parking but to sneak up on unsuspecting and confused drivers. Many of the parking areas in Philadelphia have specific circumstances: ie not on Sundays after 6pm or not on weekdays between 10am and 2pm. PPA employees wait in these areas, not to inform drivers they are illegally parked and to move their vehicle but to sneak up and ticket any vehicle they possibly can. After a ticket is issued (typically left lazily sitting on top of the windshield or in some cases partially tucked under the windshield wiper) the PPA will avoid contacting you until they have added as many late fees as possible. After whatever period of time they see fit they will casually threaten to take away your license and registration. On one occasion after receiving a ticket for expired registration I promptly went to the PPA office to pay the ticket, an employee told me the ticket did not exist in the system and I was therefore unable to pay it. I checked in a week later and received the same response. Now after close to 6 months I have received a notice that the ticket did in fact exist in their system and they are using it to attempt to take my license.

You have to make sure no PPA worker is around and then sprint 2 blocks to the nearest working machine. I made the mistake of not sprinting- and got a ticket for going to buy a parking ticket.

Depends on what time of day your coming home. The officers are not in residential areas all day and night. They are only out late in center city and south st area! If it’s durning normal business hours, call ppa and let them know to send out a officer to enforce.
If you have any tickets on any old plates that you had under your name no matter who was using that vehicle and those tickets were not paid you are responsible for those tickets if you get booted and towed to get your car back. Those are just the rules. You will need to prove that you did not have those tickets and if you did why they were not paid. You must show proof or they will not listen to you. Plain and simple

You're supposed to call the police to have it ticketed (do not call 911, look up your local precinct and their call in number), then call your/a local/police recommended towing company. PPA likely will not do anything outside of normal business hours.

The Philadelphia parking authority, I believe, is one of the most corrupt businesses I have ever encountered. They actually go around looking for cars to ticket. Good thing is you can fight the ticket. The bad thing is that in order to do so, you will need to clear a whole day, unless you are one of the first individuals when it opens and you will need undeniable proof you were not in the wrong. They can care less about you or your time. They need to be investigated. Sorry to hear about this one.

I recently read that city council has proposed an amnesty bill for past violations but it's not yet enacted. Early next year if the mayor doesn't veto it.

If you lose, there is no exact day, you just have to get it done within 30 days. Sounds like you may have mis-counted the days. But in either case, pay only the amount you think you should pay.
You'll get more, you can contest them within 10 days of the date they're issued, but it is some BS and breaks state laws on the matter. I had accumulated $143 dollars in tickets before finally getting inspected, then I had to contest all of them with photographic proof. An officer told me it was a 14 day limit and he was wrong, I was livid but still had all tickets dismissed.
