You use sea salt mixed with water in a spray bottle and spray around the piercing daily. Do not use neosporin or any other ointment. You can use a q tip with some of the sea salt water mix to clean around the piercing. You should keep the piercing in for 4 months. Enjoy your piercing!

No. That's not allowed. You have to be at least 16 with some sort of identification that proves her age. You also need to provide your license to prove you are a guardian. Thats the policy for every piercing not including the standard ear piercing.
