For autumn the Chinese garden does close at 4pm last entrance is 3.30pm better to check before ! We assumed it would be 7pm like the rest of this park

I'm not 100% sure, but I can't see why not, that would be discrimination against the disabled, and therefore would be illegal, so I would say yes, they are allowed, as long as you're mindful of them and clean up after them and not let them dig up the gardens anywhere on snug harbor property.
You can definitely take pictures. It is a very scenic place. Please, go there and enjoy as you planned.
