Once you get your emission and safety inspection done they will stick a decal on the left side of your car windshield and provide you with certificates. you can then visit any DMV with certificates and supporting documents to change your car title and registration. you will need passport, old registration/title, 2 address proofs of current address, ssn. good luck!

I was told that they have no time frame when they'll start road testing again. However, you can go to some drivers schools that are administering the road test. Colonial Heights driving school is one option.
