There is a set of keys inside an enclosed, locked bulletin board on tennis fence. Contact P&R office. That is, the keys were there as of last Saturday.
There has been weddings held near the pond. We walk through the park daily and a couple months ago, we noticed chairs set up and an arch for a wedding. Only issue would be parking, guests would have a bit of a walk to the venue.
Plenty of parking, there are three parking lots. Two small lots (one on each side of the tennis courts) and a larger lot on the other side if the pavilion
If no one is on the field it gets locked. I'm not sure if you can just in season in between league play or not, but most weekend in season ( March to June) the fields are in use every week night and sat/ Sunday mornings until late afternoon.... I would call Harrisonburg parks and rec to get an answer.
If you can visit it is a public park
There are gravel trails, approximately 1.25 miles in length, that should be safe for a wheelchair. You just need to be careful after a rain storm, as the gravel washes away and they have to constantly replace it. There is a small paved portion that runs about half a mile that should always be accessible though.
