No this is for parents with kids in the hospital, they do have an organization in Richmond called CARITAS, it enables the homeless to stay in different churches for the night they get fed and other amenities, look into this

Yes if he's under 18 you get a referral from the hospital and they take care of it they also have a place called doorways where you can stay
