Not to DPOR, I'm sure they licence auctioneers but it is the local Government authority who issues the permits. My advice would be to let it go, are you sure it's Illegal? If not not only would some people have some hated towards you you could find your self with some legal problems. If it's illegal there are Government Entities that get paid for enforcement of such things.
Because Virginia is a Common Wealth and has It's own Constitution, as well Virginia often has Law's that contradict U.S. The Constitution and Federal Law. If you're really moving to Virginia then I would advise you to Just be polite when communicating with them, find out the exact documents they requested and don't complain or question there time or untimeliness. From personal experience I have found that there's no real oversight of DPOR, they will reject anything that is missing a dot over an i Etc.....
Well you can ask directly to DPOR. I think you need to take a course in a community college or adult education program in the area. The course is just few hours. After that you can get your HVAC universal license. But you should ask DPOR directly they chance rules sometimes.
