Terrible i walked to mail a passport renewal and the guy at the window said you have to do it yourself. I thought the point if post office was to mail. I am not sure expected my to create my own label??

For application...no. You can even tell your carrier to drop one off for you if you want. Otherwise they'll be in the lobby.
funny u ask, i just went there today for a passport and waited 2 and a half hours. It was ridiculous but it got done.
