Open to community. However, WiFi and computer access only for students, not general public. Bloomfield Public Library better choice if you need wifi and computer access.

The library is available for Students, Staff and faculty at Bloomfield College. Visitors are always welcome in our Library, including Alumni. - Bloomfield College Library Staff

You can study there but they will not let you use computer or study room or other utility like WiFi, etc.

You are actually free to use the computers if you are a Bloomfield College student. You may also ask if there are any study rooms available, which in most cases there are.
