I live 1 mi from the Code Compliance office and would like to work there. I have applied for several jobs there which I am highly qualified for, yet been turned down each time. Dogs bark because their needs aren't met and that's the only way they know to communicate or get someone . You should check on the dog and I bet he doesn't have food, water or shelter. I one or all three of these things. It is against the law to not provide these 3 things it to leave them on chains or tied to a tree. Please check on the dog and if he doesn't have these items them call animal protection on your neighbor. You can do this would identify yourself to them. Don't let the did continue to suffer because no one spoke up. I'll even go check on him if you don't want to.
