While this isn't what the local guides feature is really for (imagine all the product-specific questions that would show up for all the stores out there!) in my professional opinion I believe you have to go after the manufacturer as they are the warranty servicer, not the seller (Lowe's) - similar to the need to go after a car manufacturer, and not the local dealer due to a defect found in a vehicle.. If the manufacturer will not honor their own product warranty, make the complaint public (post on their fb page, their Twitter feed, etc) and you'll get their attention quickly. If that doesn't work, file a complaint with the CPSC. Good luck my friend!

During promotions yes. It usually is if you spend over a certain amount. It tends to be more on appliances. Check the printed of online ads to see if there are any running now. They do also have paid delivery and trucks you can rent to do DIY delivery.
