Hello Jason, except for Union Reservoir where there is designated dog beach, all dogs should be kept on leash when they are in a City park. They should not be let off leash to get in the water.

I'm not sure about Kayaks but I did see people floating on inflatable tubes.

I don't think so. I have seen a few people let their dogs off leash for a few minutes to swim but thats it.
