I assume that legally, they have to. My guess is that at any point they have to have at least 1 person on that can drive stick. Unfortunately, I don't have a more definite answer as I haven't ever had to do emissions on a manual.

They definitely take cash the day I was there all I seen was people paying with cash. I used a paper from my car lot. Because I was buying a car so the car company paid for my emissions testing
Just the payment for the test. Registration isn't needed unless your Vin can't be seen.
Don't do diesels at this station
Yes they will test it. Abs is antilocking brakes which doesn't matter. If you have a solid red brake light without the abs light they won't test it because it could mean your out of brake fluid or you could have a problem with your brakes.
The fans are automatic. If the fan is not working, somebody from the station needs to report it to the repair team. As far as I know, no one has reported it. Thanks for bringing this to my attention. Can you tell me which lane you were on?
