They are open Monday thru Friday so I do believe that's a yes. I was there 2 days ago and did not see a sign.

Yes for $23 unless it is up for renewal then it is $32. Prices will increase in 2020. If you want to just update your address which is all that is required by law, you can take proof of the new address to any DLD or you can go to the website at dld.utah.gov and change your own address which does not require proof. FYI everyone is required to keep their address update within 10 days of moving.
