Web payment (water) page needs updated, tiny print and one would think right after you entered your "bill" or "account" number most fields would auto populate. Webpage for payment is 50 years behind the times.

Not landlord friendly at all. Have had multiple issues with billing. One today was that they applied my last payment to my tenant's new account and they won't reverse it and rebill my tenant correctly. All they can offer is an apology and tell me to work out myself even though they caused the issue.

Yes, landlord will have to pay it or last attendants has to pay that bill. But you shouldn't be reliable for it.
Try the salvation army.
