Went there today cause yesterday carrier said sign and I'll deliver package did and no package weirdo behind counter said no I needed my ID cause carrier must've been off never getting packages with signatures very rude and lost of time

No, if you still have the passport in your possesion you renew through the mail. Find the forms and instructions at travel.state.gov
Not sure what time they open? Probably around 9:00 or 10:00am? But they stay open till about 6:00 - 6:30pm which is good if you work ,9:00am -5:00pm?... Sorry I don't know exactly? Though.

It depends on where you got the photo at.. The people at the passport office should have known if the photo was done right if you brought it with you when you had the appt..

When UPS handed off the package, it should have given you an updated tracking number. If not, you will need to contact UPS for that information.

You need to fill out a temporary hold form (vacation hold).
Go online or come into the post office and fill out a hold mail card. Minimum 3 days but no more than 30 days.
You can either take your picture at the post office or at another location like Costco. You must renew your passport through the mail. The form and instructions are at travel.state.gov
Most adult renewals must be done through the mail. This facility only handles passport applications, not renewals. All children are considered new applications. If you have lost your passport or it has been expired more than 5 years you are also considered a new applicant, not a renewal.
