It’s a typical Duty Free, rather small, but there really isn’t much traffic at Cornwall. We intended to stop on the way back to the US, but the signage made us believe that there was a different one on the return side also. Passed right by the “one way” and “do not enter” signs and missed. That was very disappointing.

You can but you are subject to taxes and duty at the Canadian Border and before stopping at the store you have to go through United States Customs
No. The customs will send you back to Canada. You can only stop there on your way back to Canada. And you may get charged duty when crossing back into canada
