It is best to call ahead to make sure you have a spot but you can just show up and get a site as long as there are available sites.

I'm not sure if dogs are allowed on the beach or not. I didn't see any while we were there swimming but there were people camping that had their dogs with them, so they are allowed in the park for sure.
