Yes you do. But you can get a 3 day pass for out of state people for 40.00, I believe
The pier is open 24/7 and it is free to walk out or fish. The bait shop does close fairly early in the off-season though so check their hours.
Almost sure you would need a Georgia fishing license to fish from the pier.
Yes st Simons is still part of GA. However you need to add salt water to your license. It free your fresh water license. It should say resident SIP permit

Yes. There is a shop on the main street at the beginning of the Pier. Only about 50 yards away.

No, as previously stated there isn't beach access for swimming near the pier. There is umbrella and chair rental at the public beach access areas and normally free parking.
