Yes there are paved bike paths, wheelchair paths, strollers etc.i dont know exact length but it's the full length of the park
It's a public park so it's free
I've seen people fishing there, and I don't recall any signs that say you can't... Just keep in mind that on the weekend the river tends to be full of tubers.
No permits are needed
No but we tent camped at Wilson's riverfront RV park. I think it was like $20 a night for tent.
