The release department is very disrespectful they don’t ever answer and when they do they pick the phone up and hang it up you hear them playing around in the background to we’re you can’t here them talking this was the worst experience ever and I will make sure those officers will get disciplined

If you go directly to the courts to bail someone out then yes you get most of your money back. If you use a bail bondsman to post bail then no you don't get your money back.

Long story short it means whatever crime the individual committed/charged with, he or she is given a chance to not recommit the offense again with the possibility of having the case dismissed. For an example, if one was charged with committing an offense of smoking marijuana, but the judge finds that he or she is able to do better, then this is granted for a period of 6 months.
