If this is a question in regards to the time of day you start the piercings I guess as soon as they open if it's about the age probably the same age as getting a tattoo

You could really do either, but I find appointments are best to get what you want & having contact with the artist before hand doesn't hurt it can only help, but time needs to appropriated & I recommend making an appointment if possible.
