Headquarters of the Communications Workers of American (CWA), Local 1180 The facility is for use by Union members. There are meeting spaces, computer labs, lecture rooms, board rooms, and staff can assist with a number of union related services.

No they cannot. NYC residency law requires employees that are not in a hard to recruit title to maintain residency in the surrounding counties of New York after 2 years of living in NYC.
