The Twin Cities doesn't have a subway system, it does have a light rail. The light rail either goes from downtown Minneapolis to Mall of America (blue line) or downtown Minneapolis to downtown St Paul (green line) there are buses that go from DT Minneapolis to Cedar Grove Station which is next to this mall, a couple of blocks. How you are able to exactly get there via public transport depends on city you are originating at. You could check out Metro Transit's website at www.metrotransit.org If you are originating Dakota or Scott County you check out Minnesota Valley Transit Authority's website, too. The A line which is buses that go from Mall of America and it's 2nd stop is Cedar Grove. If you are looking for a restaurant Subway, which I'm editing this, there is a Subway in the strip mall behind McDonald's a few blocks from the outlet mall.
