True to form Dakota County has so many laws and rules about the use of this "public" land that only horse riders with permit in the summer and cross country skiers with permit in winter can be there. The county sheriff and game warden patrol regularly to catch anyone they feel may be a target for a ticket. I have not been fined; but have seen many others leave with tickets. User be warned, "this is not public land" to quote the game warden I spoke to.
