Warning do not use this Riga airport Hertz in Latvia. this branch will scam you! whatever your quoted $$$ will double. I have used rental cars and hertz in Australia with no problems in the past. This is not the first hire car for me. I paid a deposit of 86€ euro to book and reserve the vehicle, when they charged me after hire they charged the full price again, I have sent them 3 emails with screenshots of the payment and receipt and the branch staff won’t respond to any emails about the deposit/reservation payment. I didn’t even ask for this option but the staff told me we refill your vehicle here at a better price then you can get at the gas station, I used 1/3 of a tank, they charged me 88€ for about 16 liters of fuel ~25€ worth. Hirer beware, if your exactly 30 minutes minutes late, they double the rental price 74.24€ including VAT per day and double the insurance 20€ including VAT per day. In australia when my personal vehicle was being repaired I have picked up rental cars in the morning before work and dropped them back when finished on my lunchtimes and have never been double charged for hire and insurance for being late. I have been charged €350 for a rav4 and using 1/3 of a tank of fuel for a days hire. Rip off.
