I have used this garage on numerous occasions, but today is the last day. The guy who works the garage charged me for a full day even though I had been parked for less than an hour. He tried to make up the time that I arrived, but I wrote it down so I knew exactly. He also tried to lie and say that I did this before meaning challenged him on the time. This was a lie because I always parked for at least 8 hours so why would i challenge when anything after an hour is full price. He is full of it and just list me forever as a customer. Crook!

I don't think you can. It's incredibly convenient for Capitol visitors, so the place fills up REALLY fast. You've got to plan on getting there when they open or find an alternative.
