O'Reilly's Auto Parts Stores have code readers for diagnostic of vehicle management systems. For your specific question, a code reader will not determine if the heater blower motor is bad or you have a blown fuse. Replace the fuse and if you still have no heater blower function, you have a bad blower motor (assuming fuse doesn't blow). If fuse blows, then you have either a wiring problem or a bad heater blower motor. Seek an Auto Repair facility if you are not comfortable with troubleshooting of this nature.
