the U.S. State Department is no longer located at Sandra Day O'Connor Courthouse for a few years now; Tucson has an office but we have to call D.C. to make an appointment in Tucson

Nothing you can do but wait. Otherwise, you should contact the US state department passport customer service and they will find a passport agency near you. The agency can issue a passport the same day, but you will often need to bring proof of travel with you to the agency.

Can you reenter us from algadonas mexico with birth certificate & drivers license?

Yes, you can but they do require you to apply for your passport.
