Please don't waste your money, especially if you work hard getting your money to pay your bills to only here lies from the manager Rita Chavez good thing I kept all my receipts, saying she didn't know what she walked into? Keep your proof

Unfortunately this is not the first time this has happened,and has happened with different managers. This has also happened to me twice when Management quits and is suddenly replaced by New Management. They enter with good intentions not knowing the mess left behind from the previous manager. Bottom line,it starts at the top, with the owners of this property. There has to be a reason for so much turnover?

Are these apartments, All Bills pd?

It is in a sense. You will not have to pay any electric,but you will get charged a "small" trash fee and if you choose,a covered parking fee if you want your own spot. Be aware that all bills paid,gives the apartments control of when the A/C and heat is put on and cut off. Just putting it out there.

We’ve been months without a manager the hot water hasn’t been working correctly, it’s been freezing inside the apartments because the heat still hasn’t been switched over this is terrible

This isn't surprising,the heat in the apartment gets turned on in January and the hot water sometimes goes warm year round. Yes it's terrible,and one of the reason's is because the owner of the property cannot keep management or maintenance for whatever reason.
