There are 3 locations and each location has 1 evening a week that they are open til 7pm. Plano is open til 7 on Tuesdays, McKinney is open til 7 on Thursdays and Frisco is open til 7 on Wednesdays. Or you can come in and do it. You will need to bring a vehicle inspection report(VIR), title or current registration from previous state, insurance that meets TX minimum requirements, and a copy of your husband's ID( driver's license or passport). Are you talking about title/car registration? Or property taxes?
You need your inspection report, insurance, license plate # and ID. You do not need to bring your title or proof of residency. You can pay cash, check but the check has to have your correct address preprinted on the check and a valid driver's license or credit card and there is an extra fee to use a card.

Online. It is not done at the Tax office. Plano DPS is closed temporarily. Carrollton has a DPS Mega center, but online would be faster and easier.

No. That is done by DPS(Department of Public Safety) the driver's license office. Only vehicle registration and title transfers are done here.

In plano, and north dfw its part of doing business. The landlord sets the rules via your lease, check it & negotiate. Otherwise, a desk ive seen proprty tax issued in plano at $90 to $200 bucks. Plus, proprty tax is. Increasing over 10% a year, so in just 10 years that amount could be doubled. Its then either owner or lessee who has to pay up.
