No. Electricity, Water/Trash, cable/internet. Everything is on your own. My water/trash for 1 BR runs around $70.
To rent a washer/dryer costs around $40. Washer and dryer connections only.

Depends on the size and location of the apartment (first floor apartments cost more). I got a 2br/2ba, 1165 sq ft, on the 2nd floor for $1575, with 2 months free rent for a 14 month lease.
