Yes, we always carry the newest phones from Samsung. Stop by our Porterville location and see them in person.
SIM cards come with the phone for your plan. If you are going pre paid and doing a 'bring your own' phone you should talk to someone at an AT&T location. I believe there will be different charges depending on the phone and the plan.
Most likely with newer phones. They do support older models, though, so Tech support could probably order what you need.
