Adorable little park with seating for parents and it's all safely closed in in a quiet little neighborhood. Play structures suitable for multiple ages and lots of shade. Plus the wishing trees are SO cute.

Our daughter played on the playground. A nice place, not too hot on the slides, lots of seating for parents (can take a picnic lunch if you'd like). Has a smaller and bigger kid jungle gym, ground is covered in bark bits so watch out for splinters or pieces in your child's hair.

Yes, unless you request that they stay open (usually this is only for those reserving Pumpkin Park for birthday parties). I work at both Cherryhurst (weekdays) and River Oaks (weekends). That's because there is no one to monitor or change and clean the outside restrooms. Make the request for the restrooms to stay open for your reserved (permit) party online, and call Gragg Park (HPARD) to inform them.
You have to check with Houston Parks and Recreation to plan an event. I believe it's still owned by City of Houston...
The main area is not fenced, and people are regularly there walking dogs well before sunrise
There are tables and benches but not a pavilion. There are partially covered benches inside the playground and tables with partial tree coverage.
This is a good question with two answers. The facility itself (River Oaks CC) can be reserved 21 days in advance with a refundable deposit. The outdoor "park" within River Oaks Park (Pumpkin Park) requires a permit for the areas provided (there are party tables present). The outdoor tables outside of the enclosed, gated Pumpkin Park can be reserved, also, but it's really "first-come, first-served" if they aren't. Call the City of Houston permit office tomorrow morning to get the full details, as these two differ in reservation and obtaining permits. If you can't reach them, you can hit up Joseph Morin, the park supervisor, some time this week. - Mr. O, Cherryhurst Park and CC.
