I lived here as a child in the early 1980s. As much crime, including drugs, deaths, abuse, rape, bullying and human trafficking that occured during the year we where there I am surprised it was authorized to rerenovate and stay open. I'm even in fear of posting the truth about it.

Yes they don't take care of business like they should and you will have issues because they don't enforce their own rules. I was on dhc list for 9 years before I got a place so the need is great and the wait is long
The application process is done online...DHCMI.ORG, theirs also a list of available sites, that they manage.
I work in maintenance so i can't answer that but i do know that they do have grants for that you can try downtown at 400 monroe for assistance thats wayne county clerks office
