I have been waiting in line for over an hour waiting to get my vehicle emissions tested. There are literally 7 people "working" and not a single car in the bays. They're all out smoking or standing around with their hands in their pockets. One guy told me it would only be a moment 30 minutes ago, and he left for the day shortly after. I can't leave because there are 4 cars behind me, and a car on my left that's been sitting there for the same amount of time.
