It is a mental hospital, not general health
You can not just walk in for treatment. Treatment is obtained by a judge. If you are needing treatment, please go to the nearest hospital or call 911. Crisis line is 800-273-8255.

The Utah State Hospital is for patients who are involuntarily commited for mental health reasons. The forensic unit is a special, high security facility for criminals currently serving a prison sentence and are either in need of mental health hospitalization or deemed criminaly insane.

It is as safe of an environment as can be provided, and highly dependent on the patients, however, the staff have been trained on physical, mental, and therapeutic safety measures.
There are 5 forensic units. You'll need to call the main phone number, tell them which unit you're looking for, and then get the extension for the right unit.
