If it's a house and not stated in the lease then the landlord does not have to do anything however if it's an apartment then the landlords responsibilities are implied because you have no investment in the property I would suggest that if he wants you to improve the property you attempt to do a rent-to-own situation

Champaign office usually act pretty fast on sending it out. It's the place who's going to recieve it that you may have to be concerned about. Just continue to call both places to see if they ported it out already and the other place to see if they recieved it. Just stay on them both.
