Not at this time.
Its not currently open but when I visited last week they said it would open up after father's day but to only 6 people at a time to go up in the lighthouse.
It will be closed for maintenance for some time. Their website will update you on when it's available to climb. In the meantime, the visitor center for the park has a video of what the view looks like

Yep. They have flooding issues with the parking lots occassionally. I suggest checking their website on the day in question. Lighthouse tours must be booked in advance. Again, on their website.

Yes. You climb all the way up to the top observation landing right under the light. It cost $2:00 to get your ticket to be able to climb. The tickets can be held onto n put to remember as a keepsake.
