Check your insurance policy. It is included on some policies. They also run a great special... $10 pr mo. Chk with them for timing on that.

With the black card you can use it in any state, not sure about internationally though.
It should be linked to your bank account. But if you don't have the money in your account they will wait for you to deposit money and take however much to owe.
