Haven't seen anyone using a metal detector but I'm sure it's okay to use one.
I have never seen anyone with a grill there so I don't know. Just down the road is another park that has grills though.
The park is public. I did not see any grilling areas specifically when I was there

No, but its plenty of room for them to play and run around, while you enjoy the view. There is howerver another park up the street from Stockton Park that do have a play area, plenty of room to play, and picnic.
