Ahh the racist kids park. Went here one nice day with my son, all the palm colored junkies in there and everybody was looking at me and my kid like dirt. Tried asking for help with opening the gate and these people standing around like Iβm tryna rob them, you people have nothing that I cannot have. You crackers living in NJ! Wake tf up, there will always be black people on this earth! Teaching your kids racism from that young is disgusting and sick!

No, no charge to walk out on the public piers in Hoboken. The pier that you can see from Maxwell Place park is actually Union Dry Dock. It's not publically accessible at all. See fundforabetterwatterfront.org for information on the current situation with that property.

No parking near the park. But there is a block away. Finding parking in Hoboken in general isn't impossible, but sometimes hard.
I have seen small groups doing their activities there, don't believe there is a problem. But if you are going to take over half of the lawn with hundreds of people, I believe you would need a permit for that.
Yes, you can but within reason. No tents, bbqs grills or music. You can bring food and eat it on a blanket.
