I would definitely classify the Emmaus Police as a "do-nothing" department. They don't aggressively pull people over and overticket like some departments do just for the money. But if you are having a problem with a person, then don't count on them doing anything other than writing a police report. Once or twice a year, the high school will get put on lock-down and Emmaus PD will walk around the hallways with drug sniffing dogs. The things the department does do is more for show than a wider strategy to resolve problems within the community.

You can play as long as you like as long as you're not too loud. If someone makes a complaint, you will have to comply and turn it down. However, the loudness ordinance is almost never enforced.
Report to the DMV as well as what Mad Dog said. And like he said, never trust anybody with your vehicle especially someone you don't know.
