You have to go online to dmv.gov to find out the procedures for anything now.

I made appointment in March is emporia still doing over road test.

You must have a appointment to do any transaction.When you use the Virginia dmv website you will click make a appointment then they will give you a whole lot of information if you stroll down to the end you will miss book your appointment now which is in the middle. Then you will to another page to schedule an appointment. In a light blue box you will see get started then next select a service type which is transaction and the customers service center you want to VISIT. The problem is most customers services center are book. You might do this a thousand times but be consistent you will find one that have an opening for you. Hampton Roads there was no appointment until after Thanksgiving. Good luck. Also Google Maps will be included when your appointment is set on how to get there.
