They are at the south end of the garage (the side closest to Nationwide Blvd)
Across the street. Traffic is pretty slow so no worries about high speed traffic. One side (left side) has a crosswalk leading up to stairs. The other side (right side, next to Tim Hortons) is pretty pedestrian friendly. Just make sure to look both ways before crossing. If you're trying to enter the arena, you might be better off using the right side next to Tim Hortons. There's several doors to enter the arena if you walk past Tim's.
