They're not supposed to anymore. At one point, when I worked there years ago they would change them for the customer like a battery but liability became a problem when employees were putting in the light bulbs and they were blowing shortly after (there are certain things to know when putting in a headlight vs putting in a turn signal) It was costing the company money having to replace them, not to mention if the customer claimed the employee damaged any other part of the vehicle in the process, so they made the decision to stop it altogether.. or at least the Advance Auto stores I worked at did.
I think if you don't trade in your old part on some items you pay more.
