There's a building near the playground that MIGHT have bathrooms. However, I don't believe they are open regularly; maybe only during soccer games, etc.

Is it okay if I can throw a public birthday party for a 16 year old turning 17 with all her high school friends? If yes, do I have to pay a certain fee for it?

I am not aware of any constraints. I would keep a close check on the amount of kids invited as the larger the number (50 plus?) in that open environment may present quite a challenge
